Gun control: This time, it's bipartisan

Gun control: A bipartisan group of representatives and senators have proposed laws banning gun trafficking and purchasing guns for criminals.

By Jim Abrams,?Associated Press / March 4, 2013

Rep. Elijah Cummings (D) of Maryland is part of a bipartisan group of lawmakers announcing a bill in the House of Representatives to make firearms trafficking a federal crime and impose stronger penalties for "straw purchasers" who buy guns for convicted felons and others who are prohibited from buying guns on their own, Washington, Feb. 5.

Gun trafficking and purchasing firearms with the intent of transferring them to someone else would become federal crimes under bipartisan legislation announced by five U.S. senators Monday.

Senate Judiciary Committee chairman Patrick Leahy, a Democrat, said the bill would establish tough penalties for those who buy a firearm or ammunition with the intent of transferring it to a criminal or a person barred from gun ownership, known as a straw purchase. The measure would also make it a crime to smuggle firearms out of the United States.

The Judiciary Committee has taken a lead in considering the gun violence issue following the shooting massacre last December at Sandy Hook Elementary School in Newtown, Connecticut, that left 20 children and six educators dead.

Leahy said there is no federal law now that defines either gun trafficking or straw purchasing as crimes.

The legislation will be taken up by the Judiciary Committee on Thursday as part of a package of four bills aimed at reducing gun violence. The others involve regulating assault weapons, enhancing school safety and requiring background checks for all firearm sales.

The proposed legislation would make it a crime to transfer a weapon when a person has "reasonable cause to believe" that the firearm will be used in criminal activity. It contains exemptions for the transfer of a firearm as a gift, or in relation to a legitimate raffle or contest.

While existing law makes it a crime to smuggle firearms into the United States, the Senate proposal would also ban the smuggling of weapons out of the United States. That provision is specifically aimed at the trafficking of arms across the Mexican border.

(AP) ? British customs agents made a creepy discovery when an airline passenger was found with 94 kilograms (207 pounds) of caterpillars in his luggage.

The man claimed they were intended as food for personal consumption.

The U.K. Border Force said Friday that inspectors at London's Gatwick Airport found the dried caterpillars shrink-wrapped in cellophane and packed into hessian bags carried by a passenger travelling from Burkina Faso via Istanbul.

The caterpillars were seized by authorities after the Feb. 23 find because they breached restrictions on importing animal products. The 22-year-old passenger was let off with a warning.

Border Force spokeswoman Ingrid Smith said "the vigilance of our officers has stopped these dried insects from entering the U.K., and possibly posing a risk to our food chain."

Quote:XSEED Games' 2011 release of Corpse Party was a welcome surprise for most fans of JRPG games, as it combined an old-school Super NES-style art design with a disturbing and downright unsettling atmosphere. It permeated throughout the entire game as the group of children stuck in Heavenly Host Elementary tried to find their way out of its horrors. Needless to say, it struck a chord and for that reason the publisher decided to release the second game in the series, titled Book of Shadows.

Yankees' Ichiro Suzuki OK after traffic accident

TAMPA, Fla. (AP) ? Yankees outfielder Ichiro Suzuki said he had no soreness Sunday, one day after being involved in a traffic accident.

Suzuki was on his way home after Saturday's spring training game against Detroit when the accident occurred a few miles from Steinbrenner Field in Tampa.

"Not at all," Suzuki said through a translator when asked whether he felt any discomfort. "My body just didn't react, I guess."

Suzuki said his SUV was totaled in the accident. He had a green light when he was hit by another vehicle in an intersection. The driver of the second vehicle was cited by police.

"The car was turning left and turned into me," Suzuki said. "I slammed on the brakes, but couldn't do anything about it."

Suzuki said his vehicle was struck almost directly in front toward the driver's side.

New York manager Joe Girardi expects Suzuki to play in Tuesday night's exhibition against Atlanta. The Yankees are off on Monday.

No one was injured in the accident.

"I'm very thankful that everybody was OK," Suzuki said. "I feel grateful that there were no big injuries."

Suzuki worked out with teammates who didn't make the trip to Fort Myers for Sunday's exhibition game with Boston and hit in an indoor cage

Left-hander Andy Pettitte threw 34 pitches, including 20 in the first, over two innings during his first simulated game.

"Everything feels really good," Pettitte said. "All my pitches are right where I want them.

Pettitte expects to throw in another simulated game before making his first exhibition appearance.

Closer Mariano Rivera, coming back from knee surgery, made 21 pitches in one inning during his second simulated game. He said his preference would be to next pitch in an exhibition.

"I think we're ready to do that," Rivera said.

Phil Hughes made 37 throws, including 25 from 60 feet, during his initial throwing session since being sidelined two week ago by a bulging disk in his upper back. There is a possibility the right-hander will not be ready for opening day.

"Obviously, I can't have any setbacks," Hughes said. "I just have to take it a day at a time. I know I have to get four or five starts. It's not the worse thing in the world to miss a little time now than have this be an issue going forward."

NOTES: SS Derek Jeter (ankle surgery) said he still has to run the bases full speed before making his exhibition debut. GM Brian Cashman has said Jeter should play in his first game around March 10. ... LHP Boone Logan (tender elbow) hopes to resume throwing Tuesday or Wednesday. ... Minor league OF Slade Heathcott (sprained right thumb) expects to swing a bat Tuesday.

Skier Tina Maze gets emailed death threat

GARMISCH-PARTENKIRCHEN, Germany (AP) ? World Cup-winning skier Tina Maze was placed under police protection for a super-G race on Sunday after an emailed death threat against her.

The Slovenian finished fourth and had two bodyguards close by after the race which was won by Anna Fenninger of Austria.

The threat came in an email received Saturday afternoon after Maze won the downhill on the same slope and become the first skier to collect more than 2,000 points in a season.

"If somebody is strong and showing good performances and perfect in the thing you are doing, there are people who want to disturb you," Maze said. "I guess it's part of the game but it didn't disturb me that much.

"It shouldn't be part of the game but life is not perfect. It's not nice for me, it's not nice for my team. I haven't seen the email ... they want to ruin your day, ruin the record, but I enjoyed the day 100 percent," Maze said.

Peter Fischer, chief of the organizing committee, said the email came from an anonymous source and was immediately turned over to the police.

"We had to take it seriously, our job is to keep everyone safe here," Fischer said. "Police took over the case and provided protection."

Maze said she had never felt safer in her life, adding "I've had police in front my door all the time since yesterday."

Fenninger beat hometown favorite Maria Hoefl-Riesch by 0.20 of a second on the Kandahar course for her third career victory and second of the season.

American Julia Mancuso was third. She and Maze are still in competition for the season super-G title, which will now be decided at the World Cup finals in Lenzerheide, Switzerland, in two weeks.

Maze is already assured of the overall title and passed 2,000 points by winning the downhill. She now has 2,074 points. Mancuso said she lost Sunday's race in the middle section of the course.

"I was not good in the turning section, I don't know what it is, maybe a question of confidence," said the American, who was second in Friday's super-G on the same slope.

"I am happy to be on the podium, just trying my best every day. I am enjoying it with the sun out. I wish I could have gained some more points on her."

Maze leads Mancuso 420-365 in the super-G standings with a maximum of 100 points up for grabs in the final race.

Like Mancuso, Maze also said she had problems with the jump in the middle section. "It was pretty difficult to find the right line, I didn't do my best but fourth is fine," Maze said.

Maze won the gold medal in the super-G at the world championships last month in Schladming, Austria, while Mancuso took bronze.

Steve Carell On Brick In 'Anchorman 2': 'He Will Not Evolve. He Will Devolve' (VIDEO)

Steve Carell dropped by "The Tonight Show" to talk up the upcoming sequel to "Anchorman." While he didn't drop too many plot details, he did give an update on how much his character, Brick, has changed since the 2004 original film.

Jay Leno asked him how much his character has evolved in the past decade.

"He will not evolve. He will devolve," Carell said. "That was my hope with the movie, that it?s just going to be exactly the same."

Considering the worldwide success the first film enjoyed, this is probably the right idea. One change that will happen is that there will be even more funny faces, including Kristen Wiig as Brick's wife.

Director Adam McKay said he wants tons of funny people in the film, even if they only get a single line. He also is working in musical numbers to make "Anchorman: The Legend Continues" a truly memorable experience. The film is currently sheduled to open on December 20, 2013.

Watch "The Tonight Show with Jay Leno" every weeknight at 11:35 p.m. EST on NBC.

(AP) ? Engineers worked gingerly to find out more about a slowly growing sinkhole that swallowed a Florida man in his bedroom, believing the entire house could eventually succumb to the unstable ground.

Jeff Bush, 37, was in his bedroom Thursday night when the earth opened and took him and everything else in his room. Five other people were in the house but managed to escape unharmed. Bush's brother jumped into the hole to try to help, but he had to be rescued himself by a sheriff's deputy.

Engineers were expected at the home to do more tests after sunrise Saturday. They spent the previous day on the property, taking soil samples and running various tests ? while acknowledging that the entire lot was dangerous. No one was allowed in the home.

"I cannot tell you why it has not collapsed yet," Bill Bracken, the owner of an engineering company called to assess the sinkhole, said of the home. He described the earth below as a "very large, very fluid mass."

"This is not your typical sinkhole," said Hillsborough County administrator Mike Merrill. "This is a chasm. For that reason, we're being very deliberate."

Officials delicately addressed another sad reality: Bush was likely dead and the family wanted his body. Merrill, though, said they didn't want to jeopardize any more lives.

"They would like us to go in quickly and locate Mr. Bush," Merrill said.

Two adjacent houses were evacuated and officials were considering further evacuations. Even the media was moved from a lawn across the street to a safer area a few hundred feet away.

"This is a very complex situation," said Hillsborough County Fire Chief Ron Rogers. "It's continuing to evolve and the ground is continuing to collapse."

Sinkholes are so common in Florida that state law requires home insurers to provide coverage against the danger. While some cars, homes and other buildings have been devoured, it's extremely rare for them to swallow a person.

Florida is highly prone to sinkholes because there are caverns below ground of limestone, a porous rock that easily dissolves in water.

"You can almost envision a piece of Swiss cheese," said Taylor Yarkosky, a sinkhole expert from Brooksville, Fla., said while gesturing to the ground and the sky blue home where the earth opened in Seffner. "Any house in Florida could be in that same situation."

A sinkhole near Orlando grew to 400 feet across in 1981 and devoured five sports cars, most of two businesses, a three-bedroom house and the deep end of an Olympic-size swimming pool.

More than 500 sinkholes have been reported in Hillsborough County alone since the government started keeping track in 1954, according to the state's environmental agency.

The sinkhole, estimated at 20 feet across and 20 feet deep, caused the home's concrete floor to cave in around 11 p.m. Thursday as everyone in the Tampa-area house was turning in for the night. It gave way with a loud crash that sounded like a car hitting the house and brought Bush's brother running.

Jeremy Bush said he jumped into the hole but couldn't see his brother and had to be rescued himself by a sheriff's deputy who reached out and pulled him to safety as the ground crumbled around him.

"The floor was still giving in and the dirt was still going down, but I didn't care. I wanted to save my brother," Jeremy Bush said through tears Friday in a neighbor's yard. "But I just couldn't do nothing."

He added: "I could swear I heard him hollering my name to help him."

A dresser and the TV set had vanished down the hole, along with most of Bush's bed.

A sheriff's deputy who was the first to respond to a frantic 911 call said when he arrived, he saw Jeremy Bush.

Deputy Douglas Duvall said he reached down as if he was "sticking his hand into the floor" to help Jeremy Bush. Duvall said he didn't see anyone else in the hole.

As he pulled Bush out, "everything was sinking," Duvall said.

Engineers said they may have to demolish the small house, even though from the outside there appeared to be nothing wrong with the four-bedroom, concrete-wall structure, built in 1974.

Jeremy Bush said someone came out to the home a couple of months ago to check for sinkholes and other things, apparently for insurance purposes.

"He said there was nothing wrong with the house. Nothing. And a couple of months later, my brother dies. In a sinkhole," Bush said.

Institute of Mental Health Research looking deeper into depression

Depression research centre to practice new way of diagnosing patients

Jesse Mellott | Fulcrum Staff

The University of Ottawa Institute of Mental Health Research (IMHR) has set up a depression research centre to help alleviate the challenges faced by health-care practitioners while maintaining an emphasis on total care.

The centre plans to assess many biological parameters including genetics, electrical activity in the brain, and biochemical analysis, as opposed to simply observing symptoms. Dr. Zul Merali is the president and CEO of the IMHR and the visionary behind the centre.

?What we are trying to create is a very research-informed pathway to treatment,? Merali said. ?We want to start treating depression the way we would cancer or heart disease.?

The rationale for approaching depression treatment in this way is that it is currently diagnosed based upon symptoms.

?You?ll describe the symptoms, like having difficulty sleeping, or not eating well, or sleeping too much, or not having fun from things that use to be pleasurable,? explained Merali. ?So based upon the number of symptoms you describe, we may classify you as being clinically depressed.?

According to Merali, this treatment is not always effective, because patients are not always completely open about their symptoms.

?[We are] successfully treating only about 30 per cent of the patients?the other 30 show you a bit of a response, and the other third won?t respond no matter what you do,? Merali explained.

Merali hopes that with the creation of the centre, treatment will be more personalized.

This is not the only initiative that Merali is involved in when it comes to treating and diagnosing depression. In addition to creating further depression-focused research centres across the country, he is helping create a network to deal with the illness on a national level, The network, called the Canadian Depression Research and Intervention Network, is receiving funding from the federal government.

?We will have a network where we will be talking together, sharing information, sharing research-based interventions, having annual conferences, training students across different sites, doing clinical trials together, and sharing the information so that when we have new ways of doing things they will trickle up right away,? Merali said.

Trial date set for accused shooter at U.S. Army base

FORT HOOD, Texas (Reuters) - A military judge on Thursday set May 29 for the start of jury selection in the murder trial of U.S. Army Major Nidal Hasan, who is charged with killing 13 people during a shooting rampage at Fort Hood, Texas, in 2009.

Judge Tara Osborn, a U.S. Army colonel, did not rule on defense requests to change the venue from Fort Hood and the pool of potential jurors from U.S. Army personnel to U.S. Navy or Air Force personnel.

Osborn set July 1 for the start of the trial. The trial, including jury selection, is expected to take up to 90 days.

Hasan has been in custody since the attack, in which 32 people were wounded. He faces the death penalty if convicted.

An independent review by a former FBI director found Hasan had exchanged emails with Anwar al-Awlaki, a U.S.-born cleric linked to al Qaeda's Yemen-based wing. Awlaki was killed in a U.S. drone strike.

Lieutenant Colonel Kris Poppe, the lead defense attorney, said the requests to change both the venue and the jury pool are a question of fairness.

"The community is saturated with information about the shootings," Poppe said. He noted that the Army Times newspaper has had extensive and more negative coverage about the shootings, compared to the Navy and Air Force newspapers.

Retired Army Lieutenant Colonel Jeffrey Addicott, a law professor at St. Mary's University in Texas and a retired Army Judge Advocate General, said the requests are part of the defense strategy to delay the trial.

"This case is such a high-profile case that you can't go to any military installation in the world where you will find a panel that has not heard about the case," Addicott said.

Osborn was appointed late last year to succeed a judge who was removed from the case by a military appeals court. One of the reasons the court cited was the fact that the former judge had been in his office at Fort Hood at the time of the shooting.

Last year, the case was delayed for several months while Army appeals courts considered whether Hasan, a Muslim, would be allowed to continue to have a beard in the courtroom. Army grooming regulations prohibit beards.

The appeals court that removed the previous judge from the case declined to rule on the beard question, but Osborn allowed Hasan to wear his beard during a pretrial hearing she conducted last month.

Osborn also declined to remove the death penalty from consideration, meaning Hasan will not be allowed to plead guilty, something his lawyers had indicated he was prepared to do. Guilty pleas are not allowed for capital crimes under the Uniform Code of Military Justice.

EA to bring micro transactions to every console and PC game ...

Gamers the world over are going to be fairly cheesed off about Electronic Arts' latest decision to bring micro transactions to console and PC games.?

The controversial move was announced by Blake Jorgensen, the games developer's CFO, at a?Morgan Stanley technology, media and telecom conference.?

"We're building into all of our games the ability to pay for things along the way, either to get to a higher level to buy a new character, to buy a truck, a gun, whatever it might be," Jorgensen explained.

But this sudden shift towards micro transactions in the gaming world needs to be put in perspective. Take Real Racing 3 for example, which we recently reviewed, not once were we forced to hand over money when we didn't want to. The same applies to Dead Space 3, which implements a micro transaction system which you can completely ignore if you wish.

READ: Dead Space 3 review

It all depends on how these micro transactions are deployed in each game. For some titles, the ability to pick up weapons at a price means you can literally buy your way to the top in multiplayer games. This isn't anything new: games like World of Warcraft have had whole businesses set up based around the idea of purchasing pre-levelled characters, so you don't have to put the hours in.

Sure, it's a means for EA to make a bit more cash and could, if implemented wrongly, mean an unfair advantage for those with money to spare. On the other hand, the decision could mean cheaper games, although we doubt it.

Provided that EA doesn't switch out traditional progression means for micro transactions and that gamers who have already spent their ?40 on buying a title don't miss out on content if they don't spend extra, then it shouldn't be an issue.

We'll just have to wait and see.

Shared Genes May Link ADHD, Autism and Depression - Health ...

Brain 05 Shared Genes May Link ADHD, Autism and Depression

By Steven Reinberg
HealthDay Reporter

WEDNESDAY, Feb. 27 (HealthDay News) ? Autism, attention-deficit/hyperactivity disorder (ADHD), major depression, bipolar disorder and schizophrenia may all share common genetic risk factors, a new study says.

In this largest study of its kind, researchers spotted gene variations governing brain function that may raise the risk for these often devastating mental woes. In the future, these gene variants might become key targets for prevention or treatment, the scientists said.

?This study, for the first time, shows that there are specific genetic variants that influence a range of childhood and adult-onset psychiatric disorders that we think of as clinically different,? said lead researcher Dr. Jordan Smoller, a professor of psychiatry at Harvard Medical School in Boston.

?We also found that there was significant overlap in the genetic components of several disorders, especially schizophrenia with bipolar disorder and depression, and to a lesser extent autism with schizophrenia and bipolar disorder,? he said.

The researchers don?t yet understand exactly how these variants are involved in the disorders, he noted. ?This is the first clue that specific genes and pathways may cause a broader susceptibility to a number of disorders. Now the important work will be to figure out how this actually happens,? said Smoller, who is also associate vice chair of the department of psychiatry at Massachusetts General Hospital.

Dr. Alessandro Serretti, from the Psychiatry Institute at the University of Bologna in Italy, wrote an accompanying journal editorial on the study. He believes that ?we are now able to understand what are the pathways to [these] psychiatric disorders.?

There are potential clinical applications, both in the classification of disorders, predicting who?s most at risk, and perhaps new and better drug therapies, Serretti said. However, there?s no immediate clinical application for these findings, he added.

The report was published Feb. 28 in the online edition of The Lancet.

To look for common genetic markers, called nucleotide polymorphisms, that might be risk factors for the five disorders, the Psychiatric Genomics Consortium scanned the genes of more than 33,000 people suffering from these disorders and nearly 28,000 people without such issues. This is the largest study of the genetics of psychiatric illness yet conducted, the researchers said.

Smoller?s group found four gene areas that all overlapped with the five disorders, two of which regulate calcium balance in the brain.

These overlapping gene variants appear to increase the risk for bipolar disorder, major depressive disorder and schizophrenia in adults, the researchers said.

Further analysis found that genes governing calcium channel activity in the brain might also be important in the development of all five disorders, autism and ADHD included.

Smoller noted these genetic risk factors may only account for a very small part of the risk driving these disorders, and just how big a share they account for isn?t yet known.

So, looking for these genes in an individual now would not be considered a diagnostic tool. ?They are not enough to predict any individual?s risk. And you might carry all of these variants and never develop a psychiatric disorder,? Smoller said.

However, the new findings add to the understanding of these conditions and may help in developing new treatments, he explained.

?It could also change the way we define and diagnose these disorders, based on the biological causes,? Smoller said. ?Some of the disorders we think of as clinically distinct actually have more of a relationship than we might have thought.?

Two experts not connected to the study agreed.

?This is the first genome-wide evidence showing that neuropsychiatric diseases share genetic risk factors,? said Eva Redei, professor of psychiatry at the Feinberg School of Medicine at Northwestern University in Chicago.

She noted that all five of the conditions tackled in the study can share certain clinical features and symptoms, including variation in mood, mental impairments, and even psychosis.

?Therefore, the question is whether the identified shared genetic risk factors are related to the diseases or to the shared clinical symptoms,? Redei said. ?Shared genetic contribution can identify some key regulators in the brain, and can also help to find new drug targets,? she said.

Simon Rego, director of psychology training at Montefiore Medical Center at the Albert Einstein College of Medicine in New York City, agreed that the findings are ?an important next step? in understanding mental illness.

As more gene studies are conducted and analyzed, scientists will ?be in a better place to identify shared cause of psychiatric disorders at a molecular level,? he said. ?Ultimately, [this could] generate new models for drug interventions and possibly even prevention.?

How to avoid the sequester and give both parties what they want

To move beyond the sequester, Republicans and Democrats must figure out what they can give up to get what they really want, Steuerle writes.?

By Gene Steuerle,?Guest blogger / February 28, 2013

The US Capitol Building is pictured in Washington. Each party is fiercely fighting to compel the other to ask the middle class for the inevitable ? to give up something to restore balance to the budget, Steuerle writes.

I would like to propose a simple plan that would let Republicans and Democrats avoid a blunt, across-the-board sequester that fails to set priorities. It would give both parties something they want without abandoning their core principles. And it would strengthen the party making the proposal by putting the other on the spot if it fails to move toward a moderate compromise.

Republicans should offer to let the president meet the sequester?s deficit targets through his choice of spending cuts, including from entitlements. Yes, they would cede some power over a moderate share of total spending, but they would retain their primary goal: forcing Democrats to tackle the spending side of the budget.

Democrats should replace their demand that the sequester include tax increases with a simpler requirement that the rich shoulder their fair share of any spending reductions. Yes, Democrats would give up their goal of balancing spending cuts with tax increases, but they would retain their more basic aim: progressivity.

To understand why these strategies would work, we have to go back to the root causes of the impasse. Each party is fiercely fighting to compel the other to ask the middle class for the inevitable?to give up something to restore balance to the budget. But each considers it political suicide to take the lead. Just think back to the presidential campaign, when Barack Obama and Mitt Romney indicated support for Medicare cuts, only to be viciously attacked by the other.?

House to take up Senate's anti-violence act

WASHINGTON (AP) ? Congress appeared on a course to renew the expired Violence Against Women Act after House Republican leaders on Tuesday agreed to take up a version of the 1994 anti-domestic violence law that passed the Senate two weeks ago by a wide, bipartisan margin.

The decision to allow a vote on the Senate bill, rather than insist on the House GOP's more limited version, could help avoid a bitter partisan fight over an issue important to women at a time that Congress is already embroiled in an unbecoming political standoff over budgetary issues.

The House Rules Committee decided that the House on Wednesday will take up the Senate bill. The House alternative will be offered as an amendment and, if that is defeated, the House will then vote to pass the Senate measure, sending it to President Barack Obama for his signature.

The Senate bill expands the law, which expired in 2011, to better protect lesbians and gays, immigrants and Native American women. House Republicans introduced a more limited bill this week, setting off cries of protest from Democrats, the White House, women's advocacy groups and some Republicans who said it was inadequate to meet the needs of anti-domestic abuse programs.

House Democrats said Tuesday that no one in their caucus would support the Republican bill, meaning that the opposition of a small number of Republicans could spell its defeat.

A similar scenario played out last year when the Senate passed a more ambitious bill by a wide, bipartisan margin and the House took a different course with a largely partisan bill. The year ended without a compromise and with Democrats making election-year claims that GOP actions on the bill exposed the party's lack of commitment to women's issues.

The Violence Against Women Act is regarded as the foundation of efforts over the past two decades to make the country more aware of the serious nature of domestic violence and to take steps to both prevent violence and better prosecute those who assault their domestic partners. The law provides grants to states and local governments for transitional housing, hotlines, law enforcement training and legal assistance.

The Senate bill explicitly extends more protections to lesbians and gays and immigrants and gives tribal authorities more power to prosecute non-Indians who assault Indians on reservations. It also has provisions regarding college campus safety and reducing the backlog of rape kit analyses and reauthorizes legislation dealing with human trafficking.

A major point of dispute was over the Indian courts. Native American women are assaulted at rates far higher than national averages, and more than half of cases involving non-Indians go unprosecuted because Indian courts do not have jurisdiction and federal prosecutors often do not have the resources to try cases on isolated reservations.

Some Republicans contended that subjecting non-Indians to Indian courts was unconstitutional.

The bill passed the Senate two weeks ago on a 78-22 vote, with every Democrat, every woman senator and 23 out of 45 Republicans voting for it.
