Union issues strike notice at ICBC

The union representing workers at ICBC has issued 72-hour strike notice.

But job action will start slowly, with a ban on overtime starting July 6, according to COPE 378 vice-president Jeff Gillies.

He said the union will give at least 48 hours warning of any further escalation in the job action.

"This is about implementing what we?ve said all along will be a series of prudent, targeted job actions that will put pressure on ICBC and the government without hurting B.C. drivers,? Gillies said.

Unionized ICBC workers previously voted 87 per cent to provide the strike mandate to back contract demands.

COPE initially wanted five per cent pay raises for each of 2012 and 2013 but has since trimmed that request.

It now wants a four-year deal providing cost-of-living adjustments in each year, plus an extra two per cent in each of the final two years.

ICBC has proposed a five-year contract with no pay hikes.

The union argues the provincial government has used ICBC as an ATM ? siphoning $1.2 billion in surpluses out of the public auto insurer over five years ??and therefore money is available to fund higher wages.

The Labour Relations Board issued an interim order requiring some of ICBC's 4,600 workers to continue to work in areas of claims, driver licensing, insurance and information to maintain essential services.

ICBC officials have said they have no mandate from the province to bargain on monetary issues pending a provincial review of ICBC's operations.

"We are committed to reaching a collective agreement with our unionized workers," an ICBC spokesman said in a statement.

Iran Disguises Ships in Cat and Mouse Game with West over Oil Export Embargo

An oil tanker company with links to the Iranian government has switched the names of several of its vessels in a bid to make it more difficult for Western officials to keep track of their movements.

The National Iranian Tanker Company (NITC), which is owned by Iranian pension funds, has renamed more than 10 of its supertankers, as well as switched their flags and the ports that they use, in advance of an embargo on Iranian oil that is due to start on 1 July.

The Nesa is now being called Truth, the Haraz has been renamed Freedom and the Sima has morphed into Blossom. Some of the vessels' flags from Malta and Cyprus have also been switched to the Pacific atolls of Tuvalu and Tanzania.

The Financial Times reported: "NITC has renamed 24 vessels, more than half of its fleet of 44 tankers, according to official shipping registries."

NITC also exchanged listing of the vessels' ownership with other companies located at the same address in Tehran, while it remains the operator, according to a report from Bloomberg. All the ships were previously registered in either Malta or Cyprus.

The changes were made to some of the largest vessels in the company's fleet, some of which are capable of holding up to 2 million barrels of oil, along with five suezmaxes, each of which has a capacity for 1 million barrels, according to the Equasis shipping database.

Merchant ships must be "flagged" by national ship registries to obtain insurance and gain access to most of the world's ports.

According to ship tracking data on Reuters, two of the renamed oil tankers, Pioneer and Elite, had embarked for Europe within days of the ban on Iranian oil exports being due to take effect.

The Maltese government announced in April that it would remove Iranian-owned ships from its maritime register if they were found to be transporting oil from Syria in breach of UN and EU sanctions.

The government warned the Islamic Republic after a Maltese-flagged tanker reached the Syrian port of Tartus in March and unloaded its cargo, which consisted of 120,000 tonnes of light crude oil destined for China.

The US ambassador to Malta, Gina Abercombie-Winstanley, told the US Senate foreign relations committee that representatives of the Maltese government had assured her they "have taken some steps in the recent past, including agreeing not to reflag any additional Iranian ships, so they will not be reflagging new Iranian ships.

"They have also been supportive of enforcing UN sanctions with regards to Iranian cargo and they have interdicted ships and seized illegal cargo," she added.

NITC is not under US or European sanctions. Although it has declined to comment, it previously said it respects all international conventions.

Its sister company, the Islamic Republic of Iran Shipping Lines, often changes the names of its cargo vessels.

Iranian oil exports have dropped by more than a quarter, or about 600,000 barrels per day, from rates of 2.2 million bopd last year, Reuters reported. A further drop is expected when the EU oil embargo takes effect.

Cedar Hills mayor resigns

CEDAR HILLS, Utah - The mayor of Cedar Hills has resigned amid allegations of soliciting more than $2 million from investors then using a quarter of it for personal expenses.

Eric Richardson resigned after being sued by federal regulators in connection with the allegations. The Cedar Hills city manager, city recorder and a building and zone employee also resigned.

In 2010, Richardson was accused in four fraudulent schemes but was never charged.

The City Council will appoint a new mayor within 30 days.

James Zogby: Egypt's Elections: Lessons and the Way Forward

Supreme Constitutional Court (SCC) Chair Farouk Sultan's nearly interminable announcement of the outcome of Egypt's presidential election tested his nation's patience. Twitter commentary on his speech's almost mind-numbing detail, while hilarious, masked an underlying nervousness that this was but an effort to wear everyone down preparing the ground for the announcement that the winner was, in fact, General Ahmed Shafik. The speech was an over-wrought defense of the work of the Court. It was also a testy rebuttal of earlier attacks delivered by the Muslim Brotherhood. And it was boring. At one point, I thought that decades from now, we might forget who won the election, but we would never forget Farouk Sultan's speech.

In hindsight, I believe there might have been a logic to Sultan's endless detail. This was, after all, Egypt's first truly democratically contested presidential election. And so his report of incorrect counts, faulty ballots, etc, could be seen as a reminder of the fact that in a democracy elections are always messy affairs. As the old adage goes "elections are like sausage-making. You don't want to see how they're made, but they taste delicious." We don't see the mess in a landslide, but in close contests, the errors born of petty (and not so petty) corruption and human error become all too evident--remember Florida's "hanging chads" in 2000, or Ohio's Diebold machine malfunctions in 2004.

This was, by any measure, a close contest. Here, too, the SCC's report was a useful reminder of the deep, nationwide divisions in the Egyptian electorate. In the end, one-half of eligible Egyptians voted, and little more than one-half of them chose Mohammed Morsi to lead them. And it is important to note that not all of Morsi's votes came from supporters of the Brotherhood--many came from those who were quite simply voting against Shafik and the military. So too, many of those who voted for Shafik, were in fact casting a vote against the Brotherhood.

Even those wary of a Muslim Brotherhood win, must acknowledge that history has been made in this openly competitive contest. President-elect Morsi will now occupy the seat once held by Nasser, Sadat, and Mubarak--but with a difference. If this is to work, there can be no new Pharaoh, nor will the Generals be able to exercise unfettered control--by themselves, or through a surrogate. Morsi now has a mandate to govern. But he would be wise to proceed with caution.

There are two essential components to making a democracy work--both involving a recognition of the reality of divisions in society. The losing side, despite their bitter disappointment, must accept the legitimacy of the outcome, and the winning side must accept the reality and legitimate rights of the losing side.

These are the hard tests of democracy and real challenges lay ahead. If we look closely at this election, and indeed everything that has transpired since February of 2011, we can see that Egypt's nascent democracy is still a work in progress. There are clearly two poles in the contest for power--and an emergent third pole in the making.

On the one side there is the Muslim Brotherhood, a powerful national movement, an effective provider of services, and a now proven vote-getter. On the other side is the Supreme Council for the Armed Forces (SCAF) and the elements of Egyptian society they represent. They too have demonstrated that they have supporters and have the capacity to organize. The revolutionary youth remain a potent force, but have recognized their electoral limitations and have embarked on a five-year organizing plan.

In any case, the shape of Egypt's new democracy will be determined by the interplay between these poles--with no one group being able to claim it represents all Egyptians, or even all those who voted for them in the last election (democracy being a fickle mistress). It is advisable, therefore, that both sides approach this next stage with a degree of humility and that neither side over-reach--as they unfortunately have in the recent past.

The Muslim Brotherhood set off alarm bells when they tried to exercise too much control, too soon, in Parliament and in the selection of the body that was to write the new Constitution. They then compounded their over-reach when they broke their earlier pledge not to field a presidential candidate and were seen as trying to control everything. This was seen as a step too far. One party control can be a problem in an established and divided democracy, like the United States. How much more so, in an emergent democracy.

For its part, the SCAF created deep concern when, in reaction to the Brotherhood's over-reach, they suspended Parliament and then issued the Supplementary Constitutional Decrees stripping the powers of the presidency and establishing their role as final arbiters of the Constitution.

At this point after the election, the two main established poles of power in Egypt are what they have been all along--the Brotherhood and the SCAF. The military will seek to maintain as much control as they can, while President Morsi will make a determined effort to wrest as much control as he can. The two groupings will continue to test each other, and the interplay will determine whether or not Egypt moves forward. The test of wills that will now occur will shape the future of Egypt's democracy.

But the real test for the new President and the SCAF will be their ability to perform. The public will have limited patience with their contest for power. At the end of the day our polls show that a majority of Egyptians could care less about which group rules. Uppermost on their minds are jobs, improved health care, better education, and a government that can deliver services without corruption. This is the real work of democracy, and, in this context, the election and its outcome mark not the end of a process, but its beginning.

Jelly Bean was only released to the world yesterday, and in preview form to boot, but that hasn?t stopped the developers at XDA-Developers from creating rooted versions of the stock firmware to flash on your Galaxy Nexus.

If you?re running such a device ? the yakju or yakjux?models will do ? you can merely head over to XDA-Developers and flash one of the several stock, deodexed, rooted ROMs available for download.

So far, Android 4.1 Jellybean has been an amazing upgrade from Ice Cream Sandwich. The sheer speed increase is worth the update alone, but Google Now (which we?ll be doing an intensive preview of in the coming days) and the improved notification centre, are added bonuses.

Overhaul planned for iTunes: report

A major re-do for Apple's iTunes is reportedly in the works, one that would better integrate the iCloud file-storage service that the company started offering last year.

Users will be able to "more?seamlessly access and manage their music, videos and downloaded software apps across different Apple gadgets," according to Bloomberg, which cited "people with direct knowledge of the matter."

Apple is also planning new music-sharing features Bloomberg said. It would be the largest overhaul of iTunes since it launched in 2003 as a music store serving primarily the iPod.?

Msnbc.com asked Apple about the planned changes. A spokesman said the company said it was declining to "comment on rumor and speculation."

While iTunes is the largest music store worldwide, it faces increasing competition from Amazon.com and Walmart. Apple's offerings, of course, also include movies, TVs and books, as well as?the App Store for the iPhone and iPad. Amazon and Google, with its Google Play store, are fierce competitors there, too.

Google announced Wednesday that its store will now also offer movies and television shows for purchase, along with magazines.?

Updated at 7:04 p.m. ET: Now that the Supreme Court has upheld President Barack Obama's health care initiative, will Congress have to rewrite it from scratch?

It's not a paradoxical question. The court signed off on nearly all of the Patient Protection and Affordable Care Act, but it struck down one provision, and in doing so ? whether it knew it or not ? it may have put the poorest Americans at the greatest risk of being left without any health insurance.

Chief Justice John Roberts said as part of the 5-4 decision that states can't be penalized for refusing to join the law's expansion of Medicaid eligibility. Health law experts said that had the practical effect of flipping an all but mandatory program into one a state can choose not to join.


Here's the problem: The ACA creates state health insurance "exchanges," providing tax credits to eligible residents to buy affordable, state-certified health insurance. But the poorest Americans aren't in that eligible pool, because the law assumes they'll be covered by the expansion of Medicaid, which is no longer a given.?

In states that reject the expansion, poor residents could be left without either form of coverage ? as many as 15 million if all 50 states opt out, a circumstance that former Medicaid director Donald Berwick said was highly unlikely.

The White House didn't address the issue in a long Q&A it issued on the court's decision. The statement touted every provision of the act but one: Medicaid expansion.

Medicaid currently covers only some low-income people, primarily parents with children, pregnant women, people with severe disabilities and senior citizens. Adults without disabilities or children, in other words, aren't generally covered. That's the group the Medicaid expansion was supposed to help the most.

If their states opt out, young working adults below the poverty line could be in a Catch-22, because "they may not get Medicaid, and they may not be eligible to purchase insurance through the exchange," said Christina S. Ho of the Rutgers University School of Law, who was a member of President Bill Clinton's Domestic Policy Council.?

It works this way:

The insurance tax credits are targeted at people with incomes between 100 percent and 400 percent of the poverty line as determined by the U.S. Census Bureau. Congress sought to compel the states to cover everyone under the line through Medicaid.

The federal government promised to fully cover all expenses for the expanded coverage before eventually pulling back to cover 90 percent after a few years. The states would have to pick up the extra 10 percent eventually.

States aren't required to take part, but if they don't, the law as enacted would have turned off the flow of all Medicaid funding from Washington.?

That enforcement mechanism is what the court invalidated Thursday, meaning there's no penalty for a state that says, "Thanks, but no thanks."

Twitter reactions to the ruling

Because states haven't had time to consider yet whether they will opt in or out. it's difficult to say how many people could be affected.?

But about half of the nearly 50 million uninsured Americans have incomes below the new eligibility thresholds, according to the latest report, in October, from the Kaiser Commission on Medicaid and the Uninsured. And about 6 in 10 of them are adults without dependent children ? the primary beneficiaries of the program's expansion.

If you do the math, roughly 15 million Americans could be in the newly created gray area. In 2010, when the act was passed, the Commonwealth Fund, an independent health care policy foundation, similarly calculated that the Medicaid expansion would benefit 12 million of the 15 million uninsured Americans under the poverty line.?

Donald Berwick, former head of the Centers for Medicare and Medicaid Services, which administers the two programs, said few states were likely to take that risk.

"Those people are still living in your state, They're still poor. They're going to come to your emergency room. They're going to be operated on, and they're going to have diseases that get worse, and you're going to have to pay for that. That will come from the state ? free care pools and charity in the state," Berwick said in an interview on MSNBC-TV.?

"I think what's going to happen is the states are going to be under pressure from providers of care who say: 'Why are you leaving this money on the table? Let's join in with the federal dollars.'"

But Judy Solomon, vice president for health policy at the nonpartisan Center on Budget and Policy Priorities, agreed with Ho that the decision means low-income adults could lose the promise of Medicaid coverage "even while people with somewhat higher incomes will be eligible for premium tax credits."?

Writing on the center's policy blog, Solomon said: "The poorest adults ? primarily parents and other adults working for low wages ? will be left out in the cold."

Student Loan Bill, Transportation Package To Get Votes In Congress Ahead Of Deadlines

WASHINGTON -- After being derided as a "do-nothing" Congress, the House and Senate were poised to vote on a massive legislative package that overhauls highway and transit programs, salvages an estimated 3 million jobs and spares millions of students from higher interest rates on college loans.

Congressional leaders were pushing for quick action Friday on the package, which also would financially shore up the federal flood insurance program. Two deadlines are looming: Federal highway and transit aid programs and the government's authority to levy federal fuel taxes expire on Saturday, and interest rates on new student loans are set to double on Sunday. Lawmakers also were anxious to begin a weeklong recess.

The burst of legislating comes just four months before the November elections, giving lawmakers achievements to show off to voters who have increasingly held Congress in low esteem.

"It's a jobs bill," said Sen. Barbara Boxer, D-Calif., who led Senate negotiations on the transportation portion of the package. She estimated the bill would save about 1.8 million jobs by keeping aid for highway and transit construction flowing to states and create another 1 million jobs by using federal loan guarantees to leverage private sector investment in infrastructure projects.

Sen. Max Baucus, D-Mont., didn't wait for final passage of the measure to claim credit for a share of those jobs. A statement issued Thursday by his office touted the $400 million in transportation aid Montana would receive and the 13,500 highway jobs in his state the money would support.

"I worked hard to make sure Montana had a seat at the table and I'm proud that we were able to get the job done for Montana families," Baucus said.

In the bargaining that led up to an agreement on the package earlier this week, House Republicans gave up their demands that the bill require approval of the controversial Keystone XL oil pipeline; and Democrats gave ground on environmental protections and biking, pedestrian and safety programs.

"Critical reforms in this legislation consolidate our transportation programs, significantly streamline the bureaucratic project process, encourage private sector participation in building infrastructure and give states more flexibility to spend limited highway ... resources where they are most needed," said Rep. John Mica, R-Fla., chairman of the Transportation and Infrastructure Committee.

The bill would spend more than $100 million on federal highway programs over two years, but puts off the politically tricky decision on how to pay for them after that. The federal 18.4 cent-a-gallon gasoline and 24.4 cent-a-gallon diesel taxes are no longer enough to pay for current spending on highway and transit programs. And two commissions and an array of private sector experts have said the U.S. should be spending about twice as much or more on its transportation infrastructure as it does now.

But Congress and the White House have refused to discuss raising fuel taxes or an alternative long-term source of money. The federal trust funds that pay for highway and transit programs are forecast to be nearly broke by the time the bill expires.

"When the bill expires we face a high cliff from which the program could fall," said Erich Zimmerman, a policy analyst with Taxpayers for Common Sense.

The fuel taxes are not indexed for inflation and haven't been increased since 1993, so their buying power has steadily eroded. Also, cars and trucks today are more fuel efficient and the number of miles driven has flattened, resulting in less gas tax revenue. Since 2008, Congress has three times dipped into the national general treasury to borrow a total of $34.5 billion to keep transportation programs going.

Congressional leaders decided to roll the transportation and student loan legislation into a single bill because they were both being paid for in part by changes in pension laws.

Congressional bargainers reached an agreement earlier this week on the $6 billion college loan portion of that bill that would avert a doubling of interest rates beginning Sunday on federal loans to 7.4 million students. The current 3.4 percent interest rate on subsidized Stafford loans would balloon back to 6.8 percent on Sunday under a cost-saving maneuver contained in a 2007 law.

The bill also extends the federal flood insurance program to protect 5.6 million households and businesses. It addresses a shortfall arising from claims after 2005's Hurricane Katrina by reducing insurance subsidies for vacation homes and allowing for increases in premiums.

Hill was charged this month with three counts of failing to file tax returns on more than $1.5 million earned from 2005 to 2007.

Hill appeared in U.S. District Court in Newark on Friday and admitted not filing taxes for all three years. She faces a maximum one-year sentence on each count.

The 37-year-old South Orange resident got her start with The Fugees and began her solo career in 1998 with the critically acclaimed album "The Miseducation of Lauryn Hill."

She then largely disappeared from public view to raise her six children, five of whom she had with Rohan Marley, the son of famed reggae singer Bob Marley.
